Domanda: Come mai hai pensato di creare questo sito che parla dei processi di pace nel mondo?

Davide Berruti: Sono anni che lavoro in questo campo e ho accumulato una discreta esperienza, sentivo il bisogno di raccontarla e di farla conoscere anche al di fuori del solito giro di colleghi e di metterla a disposizione di tutti, sia dei miei studenti che degli enti che si rivolgono a me per organizzare progetti o corsi di formazione…

Question: How come have you created this website that talks about world’s Peace process?

Davide Berruti: It is years I’m working in this field and I have cumulated a pretty good experience. I felt the need to talk about it and spread it to others, beyond my colleagues’ range, and offer it to everybody, my students and agencies and organizations that call me to organize projects or training…

Domanda: Infatti, sul sito si legge che fai Formazione per i futuri professionisti del campo. Spiega ai nostri lettori di che si tratta esattamente.

Davide Berruti: da qualche anno in Italia si sono diffusi gli studi per la pace, presenti oggi in alcune Università e soprattutto corsi professionali o Master post-universitari per chi vuole intraprendere le carriere dell’operatore umanitario o del cosiddetto peacekeeper o peacebuilder. Si tratta di nuove professioni non ancora ben definite, non ancora codificate nella legislazione italiana, ma già presenti sul mercato del lavoro e necessarie alla nostra società, sempre più impegnata in conflitti dal livello sociale a quello internazionale. Ecco, io da molti anni mi occupo di mediazione dei conflitti in genere, ma anche – a livello internazionale – di cooperazione allo sviluppo e solidarietà.

Question: As a matter of fact on your website one can read that you do educational training for future freelancers on this field. Please, could you explain to our readers what is it exactly about?

Davide Berruti: In italy, it is some years already that Peace Studies widespread around some Universities and above all professional courses or post-university Masters, to whom wishes to undertake carreers as Humanitarian operator or better known as peacekeeper or peacebuilder. These are new professions neither still well defined nor codified by Italian legislation, but already present in our working market and necessary for our community, ever more commited in conflicts from social level to international matters. You see.. I work on conflict-mediation in general since long and even –on an international basis- on development cooperation and solidarity.

Domanda: Attualmente in questo settore di cosa ti interessi?

Davide Berruti: dopo essermi occupato da tanti anni di Balcani, oggi sto sperimentando un intervento di cooperazione volto alla costruzione della pace da parte di Enti locali italiani. Gli Enti Locali in questione sono il Comune e la Provincia di Ferrara, e il paese in conflitto è Cipro, una realtà poco conosciuta (perlopiù nota per le sue spiagge!) ma molto problematica. Sto aiutando gli Enti Locali a stabilire delle relazioni di fiducia con le parti in conflitto per aiutarle a promuovere un processo di pace che anche le Nazioni Unite tentano invano di portare avanti da più di trenta anni, ma con scarsi i risultati. Agiamo, come cerco di spiegare sul mio sito, sia a livello istituzionale che di società civile ma ponendo sempre la persona umana al centro dei processi. La persona è causa dei conflitti ma è al tempo spesso la risorsa per risolverli. Spesso parlando con le persone in luoghi di guerra si capisce che la guerra viene subita dai più e scelta da pochi “interessati”, ecco: il peacebuilding deve aiutare quelli che nella guerra non hanno interessi ma solo perdite, spesso drammatiche, a far pesare di più la propria opinione, a darsi da fare, a “mettere i bastoni tra le ruote” ai signori della guerra. Una diplomazia, quindi, non fatta a tavolino mediando tra gli interessi opposti delle fazioni ma giocata sul campo e tesa a far prevalere gli interessi di quelli che, su entrambi i fronti, vogliono la pace.

Question: Which are your actual interests on this field?

Davide Berruti: After having dealt for so many years about the Balkans, today I’m putting on trial a cooperation intervention whose aim is construction of peace on the part of Italian local Authorities. These Authorities are the Municipality and the District of the city of Ferrara, and the Country in conflict is the Republic of Cyprus, reality not very well known (except for its marvellous shores!) but very troublesome indeed. I am helping out the Authorities to establish a trusty relationship between both fighting sides and help them to promote a peace process that even U.N. is trying unsuccessfully to reach from thirty years so far, with scarce results. We act –as I try to explain on my website- on an Institutional basis and also on a civil community level but always elevating the “human being” at the heart of the process. Human beings are the cause of conflicts but at the same time, the resources to solve them. We often understand -while talking with people in conflict areas- that war is suffered by most and chosen by those few involved. Here we come to “peacebuilding”: it must help those whom in wars have no interest but only losses, often dramatic ones, to make their opinion prevail, to help become more operative, to encumber the “lords of the war” . Not therefore a Diplomacy built around mediation on a common table-basis with opposite interests of both factions, but played on the field and aimed to have the upper hand for both sides interested in achieving Peace.

Domanda: Come pensi che evolverà questa attività di mediazione nel prossimo futuro anche in virtù dei problemi bellici scottanti di attualità (Medio Oriente, Iraq, Iran, Afghanistan…) e quali potrebbero essere le prospettive di lavoro per i giovani?

Davide Berruti: Il peacebuilding, così come il peacekeeping e l’intervento umanitario, è un campo in evoluzione e richiederà sempre più professionisti. La sfida sta nella crescente integrazione tra i settori di intervento: l’emergenza e lo sviluppo devono coordinarsi con il lavoro di peacebuilding che a sua volta è una fase che segue o coesiste con il peacekeeping. L’intervento militare si deve coordinare con quello dei civili, il livello governativo ed internazionale si coordinerà con quello dal basso di Enti Locali e Società Civile. Quest’ultima è di per sé un attore complesso. Prima ancora di mediare tra parti in conflitto, si deve mediare tra una miriade di fattori, tra spinte volontaristiche e professionalità, tra progettualità e spontaneità, tra locale e globale. Per far ciò i nuovi professionisti devono essere molto competenti ma anche molto elastici. Un lavoro di sintesi è necessario: Ecco “peacebuilding.it” . Vorrebbe essere anche un luogo dove fare sintesi, per ripartire con nuove sfide.

Question: How do you think that this “mediation business” will evolve in the immediate future given the actual hot war time situation we live in the world (Middle East, Iraq, Iran, Afghanistan…) and which could be the working opportunities for our youth?

Davide Berruti: The “peacebuildig” activity as also “peacekeeping” and human intervention, is a field that is evolving and will require more professionals the more we go on. The challenge exists in the growing integration between the intervention fields: emergencies and development must coordinate themselves with peacebuilding work which at the same time is a phase that coexists or follows peacekeeping action. The military action must coordinate with that of civilians. Governmental and international levels will coordinate with lower level Authorities of local organizations and with the Social Community itself. The latter one, is a problematic matter. Before mediating between the fighting sides, it has to mediate with a mass of factors as: between “volunteer’s push” and “professionalism” or between “program” and “spontaneity”, or furthermore between “local” and “global”. To do so, new professionals will have to be very qualified as well as very flexible.
